Phase I ESAs are conducted to provide due diligence for the innocent purchasers defense for property transactions. The non-intrusive investigations consist of on-site investigations, regulatory agency file review, and historical land use reviews. Specific activities include interviews with knowledgeable sources, review of historical aerial photographs, state and local regulatory agency file reviews, drive around surveys, insurance map and building plan reviews and/or similar investigations as warranted by the specific property.
Phase I ESAs are conducted for real estate buyers, sellers, lenders and mortgage holders. FGS has completed Phase I ESAs throughout the southeast and Florida for vacant and undeveloped properties and for residential, commercial and industrial land use parcels. FGS has completed many large acre Phase I ESAs for parcels eligible for acquisition by the State of Florida through the use of public funds. The Phase I ESAs for these parcels are reviewed by numerous agencies prior to the release of those funds.
The Phase I ESA reports prepared by FGS conclude with a recommendation for no further assessments or a detailed outline of warranted Phase II ESA investigations.
